bluetooth: Fix dependency on android.hardware.audio.common 

Make android.hardware.bluetooth.audio-V3 and
VtsHalBluetoothAudioTargetTest to depend on
android.hardware.audio.common-V2. This is needed so that
the audio HAL service can depend on
android.hardware.bluetooth.audio-V3.
