Strictly enforce DeviceInfo entries.

Ensure that v3 HALs have exactly the expected number of entries present
when returning DeviceInfo inside of the Certificate Signing Request. Do
not allow for additional or fewer entries.

Test: atest VtsHalRemotelyProvisionedComponentTargetTest
