Enable vehicle HAL to be controlled via ADB 

Add emulator functionality to DefaultVehicleHal:

- Create default list of properties based upon DefaultConfig.h
- Add socket that is reachable via ADB to set/get vehicle properties.

Test: Tested with Python interface from host.
