Fix vts tests:

- setCdmaSubscriptionSource
- nvReadItem
- nvWriteItem
- nvWriteCdmaPrl
- getHardwareConfig
- sendEnvelope
- sendTerminalResponseToSim

Will update .hal file seperately.
