Replace the function 'OnRcpReset()' with 'HardwareReset()' 

The lastest OpenThread source code has removed the function 'OnRcpReset()'
and added the function 'HardwareReset()'. This CL replaces the function
'OnRcpReset()' with 'HardwareReset()'.
