VTS tests now static link to HAL def libs. #2

And use VtsHalTargetTestDefaults.

vts-tradefed run commandAndExit vts-hal-hidl --skip-all-system-status-check 
--skip-preconditions
2 failures, same as without this change:
GatekeeperHidlTest.DeleteAllUsersTest
GatekeeperHidlTest.DeleteUserTest
