Docs: return EARLY_BOOT_ENDED instead of INVALID_KEY_BLOB. 

All attempts to use an EARLY_BOOT_ONLY key after earlyBootEnded()
is called must fail with Error::EARLY_BOOT_ENDED.

Test: run vts -m VtsAidlKeyMintTarget
