Fix Vts errors

- Add REQUEST_NOT_SUPPORT into General Errors
- Add a util function to check General Errors
- Add a util function to check OEM Errors
- Changes to RIL command api tests based on the QC provided pdf
  to see if the errors from vts-web can be fixed
