Improve multi SIM support of SmsNumberUtils 

SmsNumberUtils is special for Verizon requirement, it handles MO SMS assist dialing.
This feature is enabled by Verizon MCCMNC of the default SIM, it's a problem for a
multi-SIM device.

Test: make & manual test
