[Satellite] Introduced satellite connected notification throttle time to 7 days. 

Introduced satellite_connected_notification_throttle_in_millis Key in carrier config to
read the timeout value and display the notification accordingly.

Bug: 393966687

Test: Verified the real scenario on the device
