Check metadata after the user consents to MUST_DEACTIVATE_SIM.

Currently, if the user gives consent to MUST_DEATIVATE_SIM, we'll
continue to download directly without checking the carrier privileges in
profile metadata. We should still check the metadata even if the user
consents to switch slot.
