[unpure revert] Do not immediately close channel on phone process restart

Revert^2 "If the phone crash try to clean up the channel which was kept opened. If that fails then try to reuse the existing channel.

This reverts commit 61740541.

Reason for revert: Changes has been rolled back to the release branch now submitting the changes in the main brach with temporary fix.
