Make Emergency call notification not swipeable 

Make the emergency call notification not swipeable.
For Emergency call notification, it will not be dismissed from the swipe
like Clear All button.

Note
TCD-BEAR-REQ-012296(VF spec R04-2023)
- Customers get a notification windows every time the UE contacts the ePDG.
