Fix CDNR same as legacy

- For UsimEfData SPN display condition, force showing SPN on
  non-roaming and showing PLMN on roaming.
  For other EfData, roaming don't affect them.
- Change BrandOverrideEfData SPN display condition to show SPN.
- If no PLMN override is present, show operator alpha if it's
  not empty, otherwise, show operator numeric.
