Notify waiters even if mMaxAdnCapacity of SIM is 0. 

Requesters waiting for ADN loading are not notified if mMaxAdnCapacity is 0. This might block the requester from moving forward. To avoid such scenarios, notify waiters even if mMaxAdnCapacity is 0.
