Use new global cell ID for hasLocationChanged 

1. Add tests to newlly added global cell ID for all technologies,
including GSM, CDMA, WCDMA, TDSCDMA, LTE, and NR.
2. Use the added global cell ID in ServiceStateTracker
to determine hasLocationChanged. Add unit test in
ServiceStateTrackerTest
