Add deprovisionSatellite

1. Add deprovisionSatellite api.
2. Change from the Map to TreeMap for mSubsInfoListPerPriority.
3. Select the subscription with highest priority and set it to mSatelliteSubId.
4. Updating delay millis for ESOS profile priority evaluation message from CTS.
