ServiceStateTracker consider config for combined bandwidth

When we are calculating bandwidths from the physical channel config
list, make sure to use the config
KEY_INCLUDE_LTE_FOR_NR_ADVANCED_THRESHOLD_BANDWIDTH_BOOL.

Test: atest ServiceStateTrackerTest
