Pass the SubscriptionController instance from PhoneFactory

The SubscriptionController instance is passed to SubscriptionInfoUpdater
from PhoneFactory rather than invoking the static getInstance() always
and unused CommandsInterface[] is removed. Also, unused isNewSim() is
removed.

Test: atest FrameworksTelephonyTests:SubscriptionInfoUpdaterTest
