Add new vendor prefix files

- Add Managed Roaming support.
- When only one SIM card preesnt on a DSDS device
  auto fallback voice/data/sms preferences to only one
  available SIM card.
- Introduce new intent to notifiy clients when subId added.
- Add restrictions for initial attach apn request

Test: Compile build for pixel variant.
