Remove setSuppServiceNotifications through CommandsInterface for GsmCdmaPhone.

GsmCdmaPhone disables supp service notification after call disconnected.
It leads ImsPhone can't receive the callback.
Remove in GsmCdmaPhone to align ImsPhone and GsmCdmaPhone behaviors.

Test: below test steps:
1. Place two calls, one is VoLTE, the other is non VoLTE.
2. Place a VoLTE and hold the call from remote.
3. Observe if "On Hold" UI shows.
