Start activity for SIM Hot Swap prompt for the current user 

The current user shall be able to see the SIM Hot Swap prompt. If the
activity for SIM Hot Swap prompt is started for the owner/system user,
the current user cannot notice the prompt and the activity cannot
initiate the phone restart procedure.

Bug: 144476106
Test: Manual tests with the owner user and the other users.
