[DataStallRecoveryManager] Fix the doRecovery logic when dial call

- Add the check condition when doing the recovery action due to we used
  the sendMessageDelayed to process the recovery mechanism.

Test: 1. atest DataStallRecoveryManagerTest
      2. manual test pass, it will not trigger
         recovery action RESET_MODEM and RESTART_RADIO when dial the call.
