Fix and reenable fuzzer.

Added cutils dependency so that line coverage will successfully build for the fuzzer.

Test: Ran the following build locally: NATIVE_COVERAGE=true NATIVE_LINE_COVERAGE=true COVERAGE_PATHS="*" make
