Set GRALLOC_USAGE_CURSOR flag

This change uses the eCursorWindow flag to determine whether the
GRALLOC_USAGE_CURSOR flag should be set when a Surface is locked. The
Gralloc flag is utilized during buffer allocation to support cursor
specific behaviors.
