Remove libbufferhubqueue, libdisplay and dependencies 

Bug: http://b/253514421

This library seems to be stale (b/253514421#comment11) but exposes
a bug in the upcoming compiler update (b/253033919).

Test: m oriole-userdebug; presubmit
