Add deqp.level-latest.xml files

Adding following files to ease targeting latest dEQP levels for devices:
* data/etc/android.software.vulkan.deqp.level-latest.xml
* data/etc/android.software.opengles.deqp.level-latest.xml

Devices that will always target latest Android version can use these
new xml files to avoid updating device.mk files each year. Files will
be updated with the latest dEQP level once new test lists are created.
