Add file to use new consumer with a subset of TouchResampling_test.cpp 

This CL adds equivalent tests as those used for InputConsumer to
InputConsumerResampling_test.cpp, in order to ensure consistent behavior
between the two. Furthermore, a recently developed infrastructure
makes these tests single-threaded.
