Fix display association for drawing tablets - part 2

This is a follow-up to the incomplete changes in:
I0a336dc456f6432a1e74e96a22ff57bb16a65ad7

When a drawing tablet is associated with a display that is not the same
as the PointerController's display, do not update the pointer
controller, and do not get the cursor position from the pointer
controller.
