Add dalvik.vm.dex2oat-resolve-startup-strings feature flag 

Mapped to the corresponding dex2oat option:
--resolve-startup-const-strings=true|false

Test: setprop dalvik.vm.dex2oat-resolve-startup-strings true
Test: compile an app
