installd: update per fs-verity kernel uapi change

- Update per format change.
- FS_IOC_ENABLE_VERITY now requires fd to be O_RDONLY.
- installApkVerity now also takes a content length.

Test: adb install a new priv app, see sucessful fs-verity log in dmesg.
      Read the whole file successfully.
