Make bitmap.h C-compatible when __ANDROID_API__ >= 30 

C requires a typedef for AHardwareBuffer.

Fixes:
frameworks/native/include/android/bitmap.h:246:9: error: must use 'struct' tag to refer to type 'AHardwareBuffer'
