Update OWNERS file for frameworks/native/include.

Add lorenzo@ for native networking code (specifically,
multinetwork.h).  This ensures that there is at least one OWNER
for this file in the APAC timezone where the core networking
teams work.

Also do some housekeeping:
- ronghuawu@ and wiley@ are no longer at Google.
- brianderson@, olv@, pengxu@, pceballos@ and sadmac@ appear to be
  no longer working on Android native code.
