[Media TTT] Update the receiver view controller and the command line helper to

handle the receiver @SystemApi states.

Test: media.taptotransfer tests (still ignored because they were failing
on some cuttlefish builds, but they do pass locally)
Test: adb commands still work (e.g. `adb shell cmd statusbar
media-ttt-chip-receiver CloseToSender displays receiver chip)
