Add the getLatestExpectedPresentTimeNanos method for Choreographer 

Add the getLatestExpectedPresentTimeNanos so that we are able to get
the value of the expectedPresentationTime outside of callback.

It's mainly for getExpectedPresentationTimeNanos of the AnimationUtils.
