Update VibratorManagerService to allow shell vibrations when running in bg

Update VibratorManagerShellCommand to apply USAGE_COMMUNICATION_REQUEST
for shell vibrations, which is allowed from background apps.

Also update the 'force' shell flag to apply both VibrationAttributes
bypass flags.
