Frameworks: no response when click all the contacts

scrap is added to ScrapViews twice, this cause there
has a invalid value in ScrapViews and AttachInfo is
assigned to null, As AttachInfo is null click listener
can't be post, so no respose when click.

Not add scrap to ScrapViews again when scrap already
in ScrapViews.
