WindowDecor1: Re-parent decor SurfaceControl to task's if detached.

This is the same as the other commit of the same name, but for
WindowDecor1 instead.

Test: Manual w/ window decoration 2 flag off. Crash an app explicitly
and then relaunch it, and see window controls still showing.
