Make SurfaceTexture#isReleased public API 

Bug: 36902442
Test: bit CtsUiRenderingTestCases:android.uirendering.cts.testclasses.TextureViewTests

This method is already tested in TextureViewTests in CtsUiRenderingTestCases.
