Synchronize window config updates (16/n)

Ensure both ClientTransaction and TaskFragmentTransaction are dispatched
through IApplicationThread. This ensure that:
1. The event orders are guaranteed.
2. The Configuration is up-to-date during TaskFragmentTransaction.
