Add WM shell caption to fullscreen tasks

This CL introduces WindowDecorFullscreenTaskListener for transitions
involving WindowDecor, allowing for shell caption on fullscreen tasks.

Bug: 240962712
Test: Maximize freeform tasks, confirm shell caption displays, restore
tasks from maximize.
