API updates to ScrollFeedbackProvider

- Removed the APIs that took MotionEvent; now using only the ones that
  take the raw input device ID, source, and axis.
- Added details on when each API should be called.
- Added details on what the arguments values for the APIs are.
- Added IntDef for HapticScrollFeedbackProvider axis
