camera2: Link to flagged APIs in CameraDevice

CameraDevice#isSessionConfigurationSupported did not reference
to the new CameraDeviceSetup#isSessionConfigurationSupported
which made the documentation is little obtuse.

This CL adds the references to CameraDeviceSetup and cleans up
minor documentation issues.
