Add idle screen brightness mapping to DPC 

Add idle screen brightness nits mapping to config.xml.
Also add flag to enable idle screen brightness mode.
Add idle screen brightness mapping to DPC dumpsys.

Test: adb shell dumpsys display | grep -A10 Idle
Test: atest BrightnessMappingStrategyTest
