Remove unused scaffolding for partial shelf overflow 

Bug: 255534964
Test: open shade from lockscreen/launcher
   have enough notifications to show overflow dot in
   notification shelf, swipe away notifications so dot hides
   when shelf icons stop overflowing => no regressions
