Double NotifInflationLog buffer size 

Slow inflation hurts incoming phone call notifications the most, since the notifications don't live for very long (and the notifications are very urgent). Unfortunately even when a bugreport is taken right away it's almost always too late, since the NotifInflationLog will be filled with ongoing call/missed call inflation logs instead. So double the size of the buffer so we can track down why incoming call notifications are sometimes taking 2-6 seconds to inflate
