Share the same rotation transform for non top visible activity

When moving a task with 2 activities and its top is translucent,
if they have the same orientation which is different from display,
the rotation transform can be shared so that the non-top won't be
flickering between display orientation and its requested orientation.

Test: Launch an opaque landscape activity.
      Launch another translucent landscape activity in the same task.
      Return to home.
      Launch the app from portrait home to bring the task to front.
      The opaque landscape activity should show as landscape at
      the beginning instead of portrait and then landscape.
