Fix captive portal app can be launched w/o MAINLINE_NETWORK_STACK permission

Caller should get SecurityException if called
ConnectivityManager#startCaptivePortalApp() w/o
MAINLINE_NETWORK_STACK permission. But now it will not get any
exception and can launch captive portal app successfully.
