Make edit widgets activity show for all users 

This change makes the communal hub edit mode activity show when the
device's current user is different than the user who launched the
activity. This makes the activity launchable on hsum. It has no effect
on non-HSUM because the activity is always launched in the main user
context, and the feature is disabled when the current user is not the
main user.

Test: verified edit mode can be launched and works correctly on hsum
