Fix ENRControllerTest.registerSettingsListener_forBubbles for row

transparency flag.

the ENRController.init method invokes a collectFlow on the view with the
flag enabled, which registers another view attachment listener (as
intended). Relaxing the test condition to allow that code path to pass.
